Introduction
— The introduction of the answer is essential and should be restricted to 3-5 lines. Remember, a one-liner is not a standard introduction.

QUESTION 1: In the context of the global fight against terrorism, how can India strengthen its counter-terrorism efforts through international cooperation and multilateral institutions?

— Union Home Minister Amit Shah emphasised the importance of working together to combat terrorism, terrorists, and their ecosystem, stating that the Centre will shortly release a national counter-terrorism policy and strategy.
— Addressing the Anti-Terror Conference-2024, organised by the NIA and attended by chiefs of state police forces and other top security officials from states and the Centre, Shah stated that while law and order is a state subject with geographical boundaries and constitutional limitations, terrorism does not, and thus all security agencies — central and state — must work in close coordination, devise joint strategies, and share intelligence.

— The Home Minister discussed various aspects of terrorism and counter-terrorism, such as standard operating procedures (SOPs) for central and state forces, developing synergies among various stakeholders, agency coordination, the use of emerging technologies, a whole-of-government approach, and so on. The seminar was attended by 21 DGPs, as well as representatives from all central investigative and intelligence organisations.
— The steps will enhance the country’s law-and-order system. It is also envisaged that the policy, in its ultimate form, will include various other characteristics that go beyond the area of law and order, which are primarily concerned with what happens after the bullet is fired or the bomb detonates. To address the aspects relating to the “whats,” “whys,” and “hows” of manifestations prior to a terror attack, the preventative aspect must be incorporated into a counter-terror policy. The goal of prevention should be to lessen the obstacles that arise when terror hits, much like nipping the challenge in the bud.
— Prevention should be at the centre of a counter-terrorism policy in order to protect and support vulnerable people while also preventing them from becoming terrorists or supporting terrorism.
— It should be structured similarly to programs aimed to protect people from gangs, drug misuse, and physical and sexual abuse. Successful prevention requires a reaction to combat radicalisation in communities and online, ongoing support for those who are prone to radicalisation, and disengagement from terrorist operations by those who are already involved or supporters of terrorism.
— Prevention should also protect people who are at risk of radicalisation by identifying and supporting them early on. A well-structured prevention programme, as part of national policy, must be delivered through a diverse network of partners, including communities, civil society organisations, public-sector institutions such as local governments, schools and universities, health organisations, police, prisons, religious teachers, and the private sector.
Conclusion:
— A request for a whole-of-government strategy must include grassroots governance, such as local rural and urban bodies. The country’s decentralised and layered governance system provides an opportunity to turn counterterrorism into a people’s movement.
— “Combating terrorism requires a very comprehensive approach – not just the perpetrators of heinous acts of terrorism, but the facilitators, financiers, and sponsors of terrorism – they all need to be identified and punished,” Jaishankar said during the 24th Meeting of the SCO Council of Heads of State.

— According to the Intergovernmental Panel on Climate Change (IPCC), “climate change refers to a change in the state of the climate that can be identified (e.g., by using statistical tests) by changes in the mean and/or variability of its properties and that persists for an extended period, typically decades or longer.”
— Climate change is expressed in various ways around the world. More frequent and intense droughts, storms, heatwaves, rising sea levels, melting glaciers, and warmer oceans can all have a direct or indirect impact on habitats, ecosystems, and environments, destroying lives and livelihoods.
— Climate variability falls into two broad categories: long-term changes and extreme weather events.
(i) Long-term changes: Climate change’s long-term impact refers to shifts in average weather patterns throughout time. It could include temperature changes (both up and down), sea-level rise, changes in precipitation patterns, and ocean acidification.
(ii) Extreme weather occurrences like cyclones and floods can be very harmful.

Key highlights of Lancet Countdown on Health and Climate Change
— People all over the world are facing unprecedented dangers to their well-being, health, and survival as a result of climate change, which has elevated temperatures to perilous new heights, according to a new Lancet Countdown on Health and Climate Change report.
According to the report:
— Last year, 48% of the world’s geographical area experienced extreme drought conditions.
— In comparison to the years 1981-2010, such catastrophic weather events would cause 151 million extra people to be food insecure.
— Last year, heavy rainfall damaged 60% of the area, causing floods and increasing the risk of water contamination or infectious disease.
— In 2023, excessive heat cost 512 billion potential labour hours, equivalent to $835 billion in potential revenue.
— Last year, heat exposure increased the risk of heat stress (moderate or higher) for persons participating in outdoor physical activity by 27.7% more hours than in the 1990s.
— The average person faced 50 more days of unsafe heat in 2023, the warmest year on record, than they would have without climate change.
— Last year, the number of heat-related mortality among persons over 65 increased by 167% compared to the 1990s. Without climate change, experts would have anticipated the figure to increase by 65% since the 1990s.
— Between 2003-07 and 2018-22, the number of people exposed to dangerously high particulate matter concentrations increased by 31% as the weather became hotter and drier.
— The average yearly economic damage from weather-related extreme events grew by 23% from 2010-14 to 2019-23, reaching $227 billion.
Conclusion:
— Financial resources, knowledge, institutional backing, and active community involvement are all required for adaptation techniques to work. The concept of “governance of adaptation” has arisen as a key subject in current climate discourse. For India, a strong democratic response to the increasing climate problem is critical. One effective approach to addressing these difficulties is to incorporate adaptive governance into decision-making processes.
— This process entails conducting advanced research to capture on-the-ground realities, understanding how communities are experiencing and responding to climate impacts, developing grassroots policy ideas, engaging scientists, allocating adequate budgets, establishing institutions, and ensuring proper implementation and evaluation.
